晟德 ($30M) + 360ip ($30M) + 國發 ($40M) = BHF基金 (Bio-Health and Life Sciences Fund)

台生技能量 外商也瘋狂 2014-04-14 01:31 工商時報 記者杜蕙蓉／台北報導 東洋董事長林榮錦。規畫中來台投資生技產業的公司、向國內機構(公司)授權(入股)的新藥公司、華瑞小檔案　台灣生醫產業逐步展現能量，吸引國際資金來台，率先登場是由360ip公司與國發基金、晟德，合資1億美元成立BHF基金；此外，韓國上市公司也尋求與泛東洋集團合資；另外，大陸目前都有獲利的HDB和上海生工等公司也規畫今年來台掛牌。備受矚目的BHF基金，除了國發基金投資4千萬美元、持股高達40％外，晟德和360ip也分別投資3千萬美元。360ip母公司是世界知名非營利科技研發與商業組織Battelle Memorial Institute轉投資，擁有將技術商品化的豐富經驗。東洋、晟德董事長林榮錦表示，東洋為專業癌藥廠，上市以來從沒跟股東要過一毛錢，所有投資都採自給自足模式，而晟德則定位為生技工業銀行，除了本業專注的水劑持續研發，並以獲利來支撐晟德持續多元化的投資佈局，目前轉投資事業也陸續發揮效益。　晟德轉投資的BHF基金，除生技製藥外，將鎖定以新劑型新藥的藥物傳輸系統、農業生技等新興產業為投資主軸，且超過五成資金將投資於產品技術可商業化的早期公司，協助生技公司自行開發、技轉、專利合作具有新穎性或高障礙性的產品，符合政府推動生技產業政策。另外，由於相中林榮錦整頓企業實力，韓國某上市公司也來台取經，希望與泛東洋集團合資成立創投基金，該基金規模未定。不過，東洋集團將有機會更深入了解韓國生技產業發展和法規概況，對於未來前進韓國市場將有助益。　至於不落人後的中鋼，旗下台安生技也將在今年募集第三檔基金，資金規模約20億元，相中的投資領域除了新藥外，也以新劑型新藥和農業生技為標的，為了引資和打響知名度，並和國外生技公司進行技產業新趨勢的交流，台安也規劃4/22日舉辦生技產業論壇，為基金募集暖身。台安生技總經理何小台表示，這次將來台參與論壇的包括研發奈米醫藥的新傳輸技術的Blend Therepeutix公司，都將參與盛會。

國發基金通過參與投資Bio-Health and Life Sciences Fund L.P. 國發基金於103年3月19日第37次管理會審議通過參與投資Bio-Health and Life Sciences Fund（BHF）4,000萬美元或該基金實際募資額度的40%孰低為準。BHF基金預計募集1億美元，由360ip公司及晟德大藥廠合資組成之BHF GP Corporation管理。360ip公司之母公司Battelle Memorial Institute為世界知名之非營利科技研發與商業組織，協助技術商品化經驗豐富；晟德大藥廠則為國內上市之生技公司，透過旗下創投公司積極投資、新設或重整台灣生技製藥公司。BHF基金將以生技製藥、藥物傳輸系統、醫療器材及農業生技等新興產業為投資主軸，且超過五成資金將投資於產品技術可商業化之早期公司，協助生技公司自行開發、技術移轉、專利合作具有新穎性或高障礙性之產品，符合政府推動生技產業政策，投資本案期能透過共同開發及技術移轉方式，加強國內外生技產業合作，提升台灣生技產業之國際競爭力。
